Budget Director Raines Resigns

WASHINGTON (AP) - President Clinton today accepted the resignation of Franklin
Raines as director of the Office of Management and Budget and appointed his
deputy, Jack Lew, as successor. Raines, who served two years as budget
director, is taking a job in the private sector. Both he and Clinton declined
to identify the job. Raines was considered Clinton's top choice to replace
White House chief of staff Erskine Bowles early this year. However, Bowles
decided not to leave and Raines told Clinton aides that he did not want the
job.
