OMB Update
Date: October 15, 1997
The Office of Management and Budget (OMB) was expected to issue its decision today about Directive 15 and the multiracial category. Washington sources told Project RACE early today that the OMB has now said the decision will take two more weeks. In an article in The Atlanta Journal-Constitution today Franklin Raines, Director of OMB says HE is making the decision. Raines has three multiracial children. He is quoted as saying:
Raines has made it clear he's leaning heavily toward a federal task
force report issued in July that considered a multiracial category, but
later rejected it. "There's a lot that's persuasive in their report," Raines said.
In a test survey, few people checked the multiracial box and many were confused by it, he said.
Instead, the task force calls for each respondent to check as many boxes as apply....
Note from the president of Project RACE: Raines should know that the testing
was flawed. The federal employees who administered the testing were very
confused. We wonder what Director Raines will call his own children who
check more than one box--half and halfs? Black whites? White Blacks? And
how will they be counted? We hope the Director makes the right decisions for
his children and ours.
